Not totally sure what is going on. I checked all the settings, turned down my resolution, changed my affinity to not allow CPU 0, set priority to high/real-time, and I am still experiencing stuttering.
The only thing I have found to completely get rid of stuttering is to use windowed screen. I would prefer not to do that, but I can tolerate it if that is the only way to fix this issue.

CPU: Ryzen 5 5600x
GPU: AMD Radeon 7700XT
RAM: 32GB DDR4 3600MHz
