I caught 10 squid at squid fest, and got most prizes, but no squid hat. I've tried 2 in-game years in a row now, and still haven't gotten it.

I acquired it just fine on the first time of asking. I claimed the top prizes on both days, with the Squid Hat coming on the second event day.
