Can you still give the rabbits foot to the person in the truck once the community center is complete and Jojamart becomes a movie theater?

In my current save I gave the Rabbit's Foot to the truck guy after completing the Community Center while Jojamart was still a dilapidated building. I figured at that point he needed the Luck more than I did.
