I have completed the Community Center but unable to access the boat to Ginger Island. I have 3 hearts with Willy.

Hi Gail and welcome! If you are playing on a portable Android or iOS device, the v1.5 update containing Willy's Boat and other things has not been released yet as there have been delays getting the update ported over. Some info is available in this thread here:
