I'm curious about it. Is it a really hard thing to fix? Or is it kinda intended as a shortcut for those that don't enjoy the grinding too much?

I doubt it's a "really hard" thing to fix; in fact it is fixed for the consoles lol. At this point I'd chalk it up to a bug that becomes a feature.
Iirc there's even a command that spawns things in? Although, of course, consoles enjoy none of those luxuries (which I quite enjoy haha, as someone who likes to collect things the hard way).
It really depends on the developer's perspective whether certain quality things should be retconned or kept, and there are in fact a few QOL things that have been treated as bugs and "fixed".

It's been intentionally left in the game for those who want to use it. I believe it was patched out on consoles because it was causing crashes in early versions and was just never brought back (the console manufactures also may not like having that kind of thing left in, though I wouldn't think it's solely down to that).
CA was generally all for keeping in bugs and exploits people liked using or anyone really showed affinity for. He's definitely cracked down a lot harder on them lately which a lot of us especially in the more technical communities have found a bit odd, but he's far from getting rid of things he's already said/shown he'd leave in.

Possibly those bugs/exploits were leading to instabilities or bad side effects on some plateforms (consoles probably) where game stability is far more important than in the PC or mobile world.

No, the ones I'm thinking about were simple things that were completely opt in like using the casino for money, sure it's 'broken' but 99.99% of players didn't use it and it's not like it was an issue you'd into. Now we have these incredibly small buy sizes that almost seem comical
