Issue Smapi won't install even after launching Stardew on Steam

I'm trying to install smapi with the latest update but the installer won't open even after launching stardew through steam. I also tried runnning as administrator and nothing happened.

1. Did you extract the installer, and all its components into a folder? it needs the components, not just the installer file.
2. Are you on a windows 7 or 32 bit computer? those tend to not like modern installers made for windows 10 or later.
3. Tell me more about your process of trying to install smapi so I can get a better idea what went wrong.
