Issue SMAPI says mods loaded but they do not show up in game 1.6.3

I'm only running 2 mods, Ladder locator and Customize anywhere.
I'm running everything through vortex, SMAPI says that "mods are loaded and ready!"
I have all the prerequisites that are stated on the mod pages.
keyboard shortcuts for Customize anywhere do nothing, and no stones get highlighted in the mines.
I don't know if I'm doing something wrong, I've modded other games before with no issues (Skyrim, Fallout, BG3), but I've never run into an issue like this.

issue seems to have fixed itself with the release of 1.6.4, i have no idea what the original problem was and what changed to fix it.
