Solved Smapi causing fps drops/stuttering with no mods?

Heyo been making a mod list for Stardew Valley and everything worked fine, but the gameplay for some reason always had stuttering. It would be a 2 fps drop from 60-58 constantly. So I decided to remove my mods slowly in sections, same results with the same stuttering. Eventually I got to no mods at all, same result. I don't know what's happening, Smapi itself causes stuttering during game play?

I have a 7700k I7 kaby lake core with an RTX 2070 Super, so I can run the game at way more than it requires. 16 Gigs of ram 64 bit windows 10. 1080x1920

None of the vanilla files were edited, all the mods that I use were CP if they replaced anything. I only installed mods, no file replacements.

Vanilla Stardew valley is smooth as butter.

Things that I've tried so far
  • - Removing all the mods..(nothing)
  • - Setting priority to high (nothing)
  • - Setting affinity (nothing)
  • - Setting every kind of nivida control panel I could set for the game (nothing)
  • - Turning V sync on and off trying both options (nothing)
  • -Re-installing Smapi (nothing)
  • - Updating Nvidia Drivers (actually made it worse)
    -Changing the ModdingAPI.exe to high Performance mode with my RTX 2070 Super (Nothing)
  • Windows Security Anti Virus Exlusion (nothing)
  • StardewAutoGC mod installed (nothing)
Some detail that I missed, the stuttering happens while at the main menu as well, or any menu. So the stuttering actively happens while the game is open no matter what it seems. I've also noticed that it sometimes causes minor screen tearing.

Got an update, so getting exactly NET Runtime 5.0 seems to have worked. I have to play more to be sure because I still got a micro stutter, but it went away after one. Smapi doesn't like other versions of NET very much, even the newer ones. I also reverted back to a graphics driver version in 2021, which helped with the stuttering as well. But after re-updating all of this, the micro stuttering did come back, but only once and the rest of the game was smooth. A-lot better than how it was, but It's a very finicky issue.
