PlayStation Skull Cavern Invasion quest never comes up

I've beaten Danger In the Deep at least 5 times now. I got Qi's walnut room in Year 3. It's year 6 now and it still hasn't shown. I really want to be able to toggle hard mode in Skull Cavern. Please help.

Unfortunately it isn't a bug, there's just no system put into place to guarantee that you get different quests, quests in any order, or anything like that
