Switch Skills not leveling and no rain Spring/Fall Year 1

Switch 1.6.9 build 37.

Started a new save on the Meadowlands farm and am now on Fall 4 of Year 2. Mining skill is stuck at 9 and combat at 8. I've gotten the "you have some new ideas to sleep on" message multiple times, both from books and mining/combat, but the skill does not increase. All other skills are at 10.

In Year 1 I only had the one scripted rainy day in Spring, tons of storms in summer, and no rain at all in Fall.

I’m close to the end of year 2 and I only get rain if I use a totem or if it’s scripted. Def sucks. I’m on switch too

I am also facing a similar issue on Switch. Went to the book seller, bought two books, I believe combat and mining XP gain. Both gave me "you have some new ideas to sleep on" messages, but never got the level up view after sleeping and I've been stuck on level 9 since. I'm in Year 2 Winter.

Edit: I think I may have confused dialog messages after reading a book. Today I have successfully leveled up in mining and foraging. One by reading a book and one naturally. So, I don't think I'm having an issue
