Rotating Toolbar

On Switch you can rotate your toolbar either direction by using the corresponding L & R button.

You cannot do this on PC, there is one button to rotate the toolbar to the second and third rows, so you can only go one direction. I am mainly a PC gamer, but this is the one reason I have to play this game on switch. It allows for much more versatility in your tool layout in your backpack and makes things more accessible.

So basically I want to use some button Q, for example, to rotate from row 1 to row 3, and E to rotate from row 3 to row 1.

Please! :)

I think you can do using TAB. Tab switches the rows.
I haven't double checked, but I am pretty sure.

That wouldn't really add much, there are only 2 buttons, to effectively go 'up' you just have to press tab twice, adding a whole other button for that would probably be more impractical than not

Maybe. I enjoy being able to have the tools I use across the rows and going back and forth, like going from pickaxe to weapon and back in the mines, and it's nice to be quick due to enemies and is more accurate than the scroll wheel! It works really well on the switch version, and it makes me play the switch version a lot more. Since it's already implemented there, I was hoping maybe it wouldn't be too difficult.

Yeah that's fair if that's the way you're using it, I personally just use the number hotkeys which is even faster to swap between stuff, and usually only have a few critical items I need to swap to fast anyway, having items of less importance just a mouse click away instead
