Rock blocking north of the train station

Is there something north of the train station? There is a rock blocking it. I've used my iridium ax on it and it doesn't give any kind of message. I'm not talking about the witch's cave.

There is something up there, but it isn't unlocked until very late in the game. More specifically, it's unlocked when you've gotten completion, if I'm not mistaken.
