Ridgeside and SVE

I am having trouble getting SVE to run properly. So far there are certain parts of the map that I cannot access.

Also Ridgeside doesn’t operate at all. The stairs for the tram are nonexistent, and the first cutscene hasn’t triggered. What am I doing wrong?
