This probably rarely pops up in anybody's game, but I noticed this (and wondered) making a translation mod. In the Festival files there are rain dialogue pieces for Sandy and Dwarf (so if you go to Calico desert or visit the Dwarf on those days, you get rain dialogue and it definitely is not raining)
The odd lines may've been there from beginning (If I remember right, they were there already at least in the version 1.4. which was the first I have translated.
