Switch Raccoon shop not expanding

I just finished giving juice and pickles to the raccoon after he said he was thirsty and everytime it says the raccoon shop has expanded its always the same. I play in single player, no mods, Nintendo switch, pro controller, and in English. It says I'm in v1.6.9 build 37. Sometimes when I finish the two things he asks for I talk to him again and it starts the next one before the animation for the one before is finished so maybe I'm clicking to early everytime?

This is happening to me as well. I play on the Switch, single player, in English.

Same issue. Shop doesn't expand after completing several quests. On multiplayer online co-op.

I have the same issue on switch in single player
