How can you fix the minecart?

You either have to complete all the bundles in the boiler room of the community center (there's only three, so this is usually one of the first I complete) OR purchase the minecart repair from joja (I've never gone this route so I don't know how much it costs but I imagine it would be on the pricey side).

It's 15k from joja, there is also a 5k fee for the joja membership
