v1.23.0 is too new for an Android user; since Android is still behind on updates.. You need to use an older version of PyTk. Try this one, from early to mid 2020 version 1.19.6 : https://www.nexusmods.com/stardewvalley/mods/1726?tab=files&file_id=31409
