I'm thinking it may be related to the shops not expanding but I have made it to Qi's Walmut room and the next time the bookseller was in town there was no Queen of Sauce cookbook.
UPDATE With the new update that just came out both the racoon shop and the Queen of Sauce cookbook appeared to have been fixed. Thanks ConcernedApe and team!
