Windows My game is stuttering when my friend is joining my game

I recently got a new high-end PC and started playing with a friend again.
I've noticed that when I'm playing alone, I have no issues with the game. However, the moment I join or host a game with my friend, I immediately start experiencing stutters every 3-8 seconds.
Like small freezes, maybe frame drops? (nothing below a drop that goes to like 5fps back to 60 again, more like 60 to 40)

I didn't have this problem before. My first instinct was to blame my internet connection but that's not the problem because I'm always the one hosting my friends when we play on servers and they don't have any problems (they don't have problems on Stardew on my connection, only me).

I looked extensively and tried several problems/solutions and none worked.

I think it has to do with the game's network, I don't know what to do. Plz send help!!!

What I've tried:
- Check the files integrity on steam
- Uninstall/Reinstall the game
- Disable/Enable V-Sync
- Updated my BIOs (yeah even that lol)
- Task manager, I set the game to high priority
- In Windows settings, I lowered the refresh rate of my monitors to 60hz
- Downgraded my resolution
