Mobile Game Crab Pots

I am unable to place crab pots in the ocean on my mobile game.

I didn't even know that it's possible until I started playing on my PC. When I attempt to place the pots in the ocean, the little highlight shows where I can place the crab pot, but when I click on it nothing happens. I have no problems placing crab pots in the river or the lakes.

Any ideas?

Try clicking on the tile one further out the ocean. I can never get them in if I tab on the highlighted part.
