Ja, sadly modding only works on PC as far as I know.
I could imagine there is also a way on Android with side-loading. But I don't use SDV on mobile, so I never checked.

There is, though it's much harder on the 1.6 versions as a fair bit of modding capability was removed in favour of performance afaik, not impossible though
