Does anybody know if I can marry the same person twice in a save? e.g If I married and divorced Haley, would I be able to re-marry her afterward?

If you divorce someone, their relationship will normally be locked to 0 hearts, but if you've completed the dark talisman quest, you can access the witch's swamp, where you can pay 30,000 to the dark shrine of memory to wipe the ex-spouse's memory, and be able romance the character again. I'm not really sure what the point of this would be though, since you can't re-watch heart cutscenes.

They could be doing it if they originally married a character they like but then wanted to marry another for their 14 heart items but for that alone (and wanted to continue to be with the original character)
