With Stardew Valley update 1.6 out on all plateforms and the most important bugs fixed (though not all bugs), we can hope to get more information about Haunted Chocolatier, now that ConcernedApe can resume development on it.

However, the real question is "when":

As development continues, I may want to post about it and share things with you. But if I don’t post for a while, it doesn’t mean I have abandoned the game. Sometimes I feel like sharing things, and sometimes I don’t. My preferred approach is to disappear and work in isolation, and only emerge when I have something complete and worthy, rather than share a bunch of stuff that is unfinished, and therefore not in accordance with the final vision.

I'm not sure what you mean by "dubbed". Various itemsn and dialogues in the game will probably will translated, like they are in Stardew Valley. But we don't know if there will be voice over the dialogues and if these voices-over will need to be dubbed for each major language.

I expect there will be voice over the dialogues.
It will not cost too much.
I don't feel like playing a silent game.
If characters in a game have various style of voice. That will be perfect. I tried different languages like Spanish or French in a lot of games. That is a unique experience.
