If you max all hearts in one go with Leo, he only sends his first recipe through mail and never, the second one. Not even if in-game days pass, anything from him ever arrives in mail.
If you slowly raise his hearts though, all works as intended, provided that you don't reach 7/10, before receiving the first recipe.
I think this is a bug, especially since it can be replicated and other gamers nag for it (Leo missing second recipe mailing).
This could possibly also apply, to any other NPC who sends to the player, more than 1 recipe, based on friendship, but i couldn't test (since i have received everything, already)...
