Solved Launch time is very slow

Launch performance is extremely poor on my PC. I have the basic game (no mods) launched from Steam. It takes 5 minutes to get to a splash screen, then another 5 minutes after clicking LOAD to get the list of farms. Then another 5 minutes to load the selected farm. Then seems to run okay after that. Any idea what's wrong?

Processor: Intel(R) Core(TM) i5-3470 CPU @ 3.20GHz 3.20 GHz
Installed RAM: 8.00 GB
Windows Edition: Windows 10 Pro
Windows Version: 22H2

I'm happy to report that updated network and graphics drivers has solved this problem.
Side note: When Windows insists that all the drivers are up to date, that's not necessarily true. In my case, Dell SupportAssistant proved to be a useful tool.
