Is there a way to change the size of the title screen?

Once I've loaded into a game I can change the size of everything so I can see it better but it resets everytime I leave the game and the first title page is always small until i load a save. Is there a way to peremantly change the settings so that everything is bigger? I use glasses for television and driving and stuff but they drive me nuts playing videogames so I prefer to just make everything bigger. Most of everything is big enough it isn't a problem but the character creation screen is hard for me to see

Regardless of what size I make the window the boxes where you input content are small. I have pleanty of room on the screen but the box is small
