Is it legal to use the game assets for a public website tool for managing game objectives? Like a community center checklist, crafting checklist, etc...

Yes, generally people will credit the game assets to ConcernedApe at the bottom of the site.

An example that this is okay is the checkup tool (you can see it here). Down at the bottom is the line: "Stardew Valley is developed by ConcernedApe"
