There's a known bug for fishing when using iOS which also seems to be happening in Android: https://stardewvalleywiki.com/Fishing#Bugs
I have level 10 fishing and I've been casting southward extensively (thousands of times) on Four Corners map to the space which should be Zone 5. I've gotten over a hundred Zone 3 treasures but have never received a Zone 5 treasure. Perfect catches at maximum cast are also frequently gold instead of iridium (though usually iridium).
So this is looking like the directional casting bug seen also in iOS, rather than a very long run of very bad luck.
