the interactions during the festival work differently than normal. After you talk to you secret friend, you should get the question if you want to give them their gift. Is that when the inventory fails to show or are you trying to do it like normal gifting?

As Ereo already said, you need to actually approach your secret friend (just talk to everyone if you forgot who it was), a unique menu will open where you can choose the gift you'll give from what's in your inventory. There is no actual opening of the inventory or regular gifting process like how you'd do it outside of the festival.
