Of course you can. But this forum is in the first place for suggestions to the main game itself.
But if suggestions doesnt get into the next upgrade maybe a mod-expert can take them as idea...

Because i have a lot of stuff that can be in the mod

-Fish and Chips Shop (owned by Willys niece and nephew) (store is always full on a Saturday and Sunday because of tourists)
-Bakery
-Candy Store
-Shopping Mall
-Clothing Store (owned by Emily and Haley)

There can be a fashion show in every season

I think it's difficult to have more shops in Pelican Town as all changes there may break some existing mods.
But there are some possibilities like neighboring villages. For example see...
