I’m confused

Elliott sent me a letter to meet him at the docks on a sunny morning. It is currently winter and I’ve been waiting for the sun but once it’s sunny I head there and no cutscene or heart event plays. Can someone help me understand this?

I agree with Wold Blood, Izzy I don’t think that specific cut scene works in winter

The wiki only says that it can’t be raining. Did you go between 7 am and 1 pm?
