How exactly do I create a mod that adds hair (not replacement)?

Hello! I'm sorry, I tried looking through wikis and things to find a tutorial for how to implement them exactly. I can't really find that part? All I know is I should be using CP I think, and I have the template graphic file.

I'd like to just create hair (and clothes) to add to the game without replacing anything existing.
