Most bushes on most maps are permanent so you can't cut them down no matter how much you've upgraded your Axe. The main exception is the Forest Farm map in which many of the smaller bushes can be cleared but not all of them. Not sure why one map is this way yet not the others but maybe because you're supposed to cut down forests?!? Hmmm, what kind of signal is that? OK one that I follow whenever I need the calm scenery of Cindersap Meadow...
