Struggling

I'm attempting to install SMAPI so that i can start getting mods but i'm missing a file. It says my antivirus may have deleted it and I dont know what im supposed to do about that. I had to download SMAPI manually which I guess isnt reccomended and this is a struggle- The windows donwloader for SMAPI is what's missing and just my luck, im on windows. If anyone knows what the hell im supposed to do, please help-
