Hi! If you buy the game on steam, there is an iOS app called Steam Link that will let you stream the game from your PC on your phone. I've tried that method out and I personally wasn't a fan, but it's worth mentioning. The advantage of steam link is you're playing your PC save and only have to pay once, the disadvantage is game performance and that your PC needs to be on.
If you want to get the iOS version of the game, you will need to buy it again although it's only $8 USD on mobile vs $15 on Steam. And if you want to play the same save you'll need to either manually move the save each time or use a third party tool. Hopefully that answers your question!
