Nope. You just keep accumulating EXP without any benefit from it.

If you mean food buffs and not experience points, they can exceed level 10. So if you're at level 10 fishing and eat trout soup, you'll have level 11.

See, the foods don't add experience. They add a number directly to the fishing skill number. Buffs can bring your skill past 10.
