Solved HELP No letter from Willy

I completed the community center but i still haven't gotten the mail for Willy's boat. I am playing on my laptop. (Acer Chromebook 15) I'm in Winter season 4. Any Ideas? I haven't modded anything and am doing single player, not multi.

Chromebook's aren't actual PCs, running the Android operating system. They're essentially phones/tablets that look like computers/laptops, or in other words you're using the version of the game for Android mobile, and the mobile game is still being updated to 1.5... and it's only in 1.5 that Willy's letter (and everything that follows) was introduced.
