Windows HELP! My dog is stuck in the fences above his bowl??

For some reason my dog has spawned above where his bowl should be.

I've tried reopening the game, waiting until the next day for him to spawn, moving the bowl; nothing seems to work ??

Pls let me know if anyone has any suggestions.
