Windows HELP island obelisk doesn't appear in witch's tower

I've completed Goblin Problem, unlocked Ginger Island (and done enough to unlock the island farm and resort). When I go to the tower to build the obelisk, it only lists the huts, the earth/water/desert obelisks, then just the gold clock. It's the last obelisk I need to build.

edit: I'm usually running with a few mods, but after running the game without them, I'm still having the same issue.
