PC [HELP] Game says the download’s 100% complete,but the game won’t launch. Please help!!

I feel like I’ve tried everything I can to make this work. I’m on Windows 10 and I really want to play with the new update!

I’ve tried all of this. I couldn’t find a place in my Stardew Valley folder that said anything about its startup preferences, but I did clear the one I had listed in Steam. This is what it looks like:

Thanks for posting the screenshot! That looks more like a Steam issue than with the game. If you haven't yet, I recommend restarting Steam, and if that doesn't help, restarting your PC.
