Stardew Valley (v1.6.14 build 24317) is turning off the HDR setting in Windows 11 if it was turned on prior tor loading the game. I've also never loaded or done anything with mods. I'm a solo player. I do use a cotnroller for the most part, but will someitmes use the mouse for things.
When I take my mouse cursor and click on Chrome or etc, the game will go pitch black while it's not the active window.
This HDR issue also introduces frame drops when streaming content like YouTube.com or Twitch.com on other monitors in a dual monitor setup regardless of the browser. Music will still play and the sound from a video on YouTube or Twitch is never choppy. It's just the visuals. It also causes webpage scrolling to be janky/skipping, instead of smoothly scrolling down. I tried Chrome Version 131.0.6778.109 (Official Build) (64-bit) and Firefox 133.0 (64-bit).
I own and launch the game from within Steam. I also play in English.

I searched around Google and then found the forum and saw this from a different post, [BUG] HDR behvaiour changed in 1.5.5.
"Previously if HDR was set to on and you lunched Stardew Valley 1.5.4 the game would respect this setting (in Fullscreen, Windowed or Borderless Windowed). However since 1.5.5 when launching Stardew and setting it as the active windows the setting is forced to off, you open the Windows settings panel on another screen wheel launching the game you can see this happen in real time."
Someone else also posted in the thread that, "This still occurs with the 1.6 Update; if you launch Stardew Valley with HDR enabled (and/or Auto-HDR), the screen flickers but the game will appear normal. However, tabbing out to another window or exiting the game will reveal that the screen has dimmed significantly and HDR was turned off forcibly. I end up having to turn HDR on, then off, then on again for the screen to return to its normal brightness whenever quitting the game."
This is all still happening and is exactly what I've been experiencing! I thought I was going crazy for a while thinking it was my monitors (Dell E2414H, 1920x1080, 60Hz and a AOC Q27G3XMN 2560x1440, 180Hz). I checked so many display settings and cables. My GPU settings and version. My internet thinking it was causing the dropping of my stream quality. Multiple restarts all morning.
I did find out that if you turn off HDR in Windows 11 before loading Stardew Valley, the game plays fine and videos playing in a browser on the other monitor don't lose frames or degrade in quality. There also isn't a huge black screen from it turning off HDR when moving between the game and other active windows on the desktop.
