Gunther and Marlon as giftable NPCs

I also wondered why we they where never classed as part of the town. Especially Marlon, since he attends most of the Valley's events, like the Stardew Valley fair and the Flower Dance. Yet you cant befriend him, but you can befriend the Wizard, even though he too lives outside town and never interacts with anyone (But Marlon interacts with Marnie at the Flowr Dance).
