It looks like a lot of people report this error in many (non-Stardew) situations which suggests something general isn't working instead of Stardew Valley being the problem. It looks like the first step is to try to repair Microsoft .NET with it's Repair Tool:
This tool detects and tries to fix some frequently occurring issues with the setup of Microsoft .NET Framework or with updates to the Microsoft .NET Framework.

If that doesn't work there's a second suggestion which is more generic: updating your graphics drivers. This has worked for various problems starting Stardew and could help here. You'll need to find what your graphics card or the onboard graphics on your CPU is and download and install that company's current drivers. You can find that by searching for Device Manager, open that and look under Display Adapters.
