Frustrating

I only have the fire quartz to find to complete the community centre but can't find one any where, I'm also trying to pan it from the water but no such luck. How do I obtain some

Have you gotten to floor 80+ of the mines yet? I would suggest going in and out of floor 81 repeatedly (or 101, maybe - 91 and 111 would also work but their shapes are less convenient). It'll reset every time you go in to floor 0 (if you're on multiplayer you might have to wait 10 min).
BTW if you've been looking for it by checking the multiples of 5 (85, 95, etc) that won't work, ore, gems, and minerals don't spawn on those floors.

Yeah they mostly spawn on floors 80+, there are other ways to get them rarely but that's the way you're supposed to get them.

Also, they are most commonly found on the ground like regular quartz to be picked up, maybe you see them and you think they are normal quartz so you don't bother grabbing them.

I know everyone plays differently, but I am surprised to hear this is the last thing you need, so I thought this was worth mentioning just in case.
