Issue Frame drops on SMAPI

So been doing everything i can to fix this.
Im down to only installing SMAPI. As soon as i boot the game, fram will randomly drop from 60 to 45.

Almost like its on a timer and repeats.

I have reinstalled the game
Updated the XNA thing.
Tried the affinity thing and priority.
Different resolutions.

Nothing fixes it..

I have a powerfull PC...

I9 9900k , RTX 3080, 32gb ram, SSD etc...
