Windows FPS Drop

I want to apologize in advance for my English, I don't understand it well and use a Translator :/
Not so long ago everything was fine, the game was running at a stable 60 FPS, when suddenly at some point the Steam Web Helper crashed. After that, drawdowns up to 5 FPS began in the game, although I'm not sure if this is due to this program. There is a feeling that there is a problem with the save file, but deleting or editing it does not help in any way. The game just gives out low fps when loading the world and locations. Low fps is also available in the main menu. After the passage of some time, the FPS stabilizes, but for example, when loading the next day, the game gives out low fps again.

Intel Core I3 10100F 4 GHz CPU
Nvidia Geforce GTX 1660 super 6 GB of video memory
16 GB of RAM
Windows 10 Professional Edition

I'm not sure if Steam Web helper is part of how the Steam in-game overlay works but if the helper (or part of it) isn't working properly any more you could try turning off the in-game overlay.

Steam menu - Settings - In Game - Enable the Steam Overlay while in-game

Turn it off and see if that helps.

If not, then I'd reinstall Steam and try that out as it seems Steam is the source of the initial error. If not that, then reinstall your GeForce Graphics Drivers as I've had frame drops in other games when the graphics driver doesn't load when the game loads.

I have tried these methods and unfortunately none of them work. I tried to enable compatibility mode and the lags disappeared, but I play mainly with mods, so I need to fix the standard version.
