Issue Fector's Challenge achievement not popping up on Steam (Prairie King, JotPK)

I've been trying to to pop the secret achievement on Steam for Fector's Challenge. I don't enjoy this minigame, I absolutely suck at it, and I want 100% on Steam after hundreds of hours into my happy little farms.

I've Googled all over, it looks like this happens to people with and without mods including people who do beat the game legit. I've not seen anyone actually resolve the problem or come back to update.

I've tried the following:

• Current save with mod 1 or 2, beating multiple times
• Deleting all mods except for mod 1 or 2 and running current save, beating multiple times
• Editing current save files to remove achievement and repeat the above
• Making a new save and trying the above
• Removing all mods including SMAPI and trying to run a new save, reinstalling just mod 1 to beat again
• Reinstalling SMAPI and mod 1 with current and new save
• Using SMAPI debug achievement commands via console (Terminal on Mac)
• Restarting computer and trying anything above
• Restarting Steam, etc

The last thing I haven't tried is removing SV entirely, adding SMAPI, making a new save, and trying again. It could be an issue with mods, but because this happens to people for all variety of reasons I'm not entirely convinced it's a mod problem.
