Excessive lagging

Does anyone else have a lagging issues when playing? I play on PC through Steam and the lag is insane.

Multiplayer or single? I don't do much MP and none through Steam (just local MP) but here's little reason for the Singleplayer to lag as single usually plays well on a decade old laptop.
