Issue Error Code.. please help me

I'm playing Stardew Valley through Steam, using Smapi.

[game] _loadPreferences; exception occurred trying open/read.
IOException: The process cannot access the file 'C:\Users\user\AppData\Roaming\StardewValley\startup_preferences' because it is being used by another process.

this is error code. I deleted the startup_preferences file and tried to run it again, but the error remains. There are no errors like the save file disappearing, but the language is change. I use Uiinfosuite2, NPCMapLocations, AllowBeachSprinklers, SkullCavernElevator. I'm using a translator, so it can be awkward

If you have the Anti Virus ULTRA AV it messes with saves on multiple games across the platform. You have to turn off the auto scan, it breaks saves. They messed up in their last update and it prevents saves and also causes Steam loading issues apparently. Suggest you turn on Microsoft Defender AntiVirus in the meantime. My husband had a hell of a time figuring it out. Took hours. Messed with Stardew Valley and out Nioh 2 games
