It sounds like other people are having similar cosmetic glitches during events in the town square that have to do with the bulletin board. This isn't an isolated bug and it seems to be nothing but visual and during an event. Here is a link to a thread where a person was having a similar issue https://stardewvalleywiki.com/Modding:Player_Guide/Getting_Started I don't know when this will be fixed but I guess all we can do is wait for CA to patch it.

A hotfix update has just been released to address some issues, please update your game and let us know if you're still seeing this!
Additionally, the best spot for reports like this is the Help & Bug Reports section, or the Mod Support section if you're using any mods. Just let me know if you do use mods or not and I can move this thread to the right section!
